How do we save democracy?

By recognizing that the use of brute force is not intended to protect the people but to consolidate power.

This is the according method of authoritarian rule:

An emergency is declared that must be brought under control. The situation is often escalated in order to justify the use of force. So afterwards, the rulers can claim that a problematic situation has been brought under control.

A positive side effect for those in power: It sends a signal about what will happen to those who resist the rulers.

What can be done in such a situation?

At best, a broad majority signals to the rulers that such use of force will not be tolerated. For example, by many people taking to the streets. In situations where rulers still rely on broad societal support, this is an effective tool.
